Frances Elmer Special Education Endowed Scholarship

The Frances Elmer Special Education Scholarship was established in 1979 by Jack S. Staggs in honor of Dr. Frances Elmer a member of the SHSU Faculty, to assist deserving students who are pursuing certification to teach special education in the public schools of Texas.
